i think thays dry floral foam for artifical flowers you need the foam for real flowers and leave it to float on the water it absorbs the water all the way through then, if you push it down it stays dry in the middle

There are 2 types of foam, one for fake flowers (the one you used), the other one for natural flowers has a more intense green look to it ( you should naturally let the foam float on the water till it soaks and sinks naturally)

that foam is for fake flowers. it doesn't hold water. also never push the foam under water. just leave it floating and let it soak up the water on its own.
