Okay ima explain it simply. When humans die, they become souls and Soul Reapers send them to Soul Society. They can live there for hundreds or thousands of years, but when they eventually die, they get reincarnated back into the Human World. Human World → die → Soul Society → die again → reincarnate as a human. If a soul becomes a Hollow, they usually end up in Hueco Mundo, basically a giant desert full of Hollows. When a Soul Reaper kills a Hollow with a Zanpakutō, they’re purified and put back into the normal soul cycle. Then there’s actual Hell for souls who committed serious sins while they were alive. So Soul Society isn’t really heaven. Bleach basically got Earth → trenches → Hollow desert trenches → actual Hell.

Real shit I would much rather go to the rukongai than be in hueco mundo or a hollow. HEAR ME OUT, not saying the soul society is particularly a “good” option but it’s still the better option. Being in hueco mundo means 1 of 2 things either A you already are a hollow, or you were drug into hueco mundo being devoured by hollows (as I believe happened to orihimes brother in the beginning of the show) and if you are a hollow you’re most likely gonna be weak and mindless wandering hueco mundo forever or your most likely gonna be killed by a shinigami provided you leave hueco mundo. Only decent choice there would be if you’re an adhucha or above which you’re probably not gonna be 🤣. But in the rukongai (unless you’re there during story events) is relatively peaceful unless you’re in one of the farther districts like where Rukia and Renji were originally. Shinigami to my knowledge typically don’t go into the rukongai often because most gotei 13 member are stationed consistently inside the seireitei walls. Yes you may be poor but outside of main story bleach events no one is gonna bother you, other than some people in the rukongai itself. Majority of people there are both nice and social which is shown many times in bleach, take the rukongai members taking care of Jidonbo after he was attacked by Gin (Alongside Orihime of course). But overall I’d choose peaceful and poor over aggressive and dead anytime.
