This is actually scary . It’s the 5th incident I have heard of within 2 months about LEO doing this to stalk someone. Flock cameras are needed for theft , abduction, dangerous crimes etc but you should have a special clearance to access them . Only detectives should be able to have access if they’re working on a case .
