make a rule that max player cannot killed a beginner player, if they killed it, they should get a warn, until warn 3 they get a ban for 1 day, after the ban was done, gave a warn to the max player that they was still in watch, so like the max player killed a beginner player and then they get the second ban which is 3 day ban, after that gave the last warn if the timer of the ban to the max player was done, if they do it again, they will get perm ban, so let talk about to the max player after they done get the ban, they need to gain trust that they wait 7 day to get the warn deleted, that my option, if y'all disagree then you on your own.
