I think Decimus was doing what was best for his people by reforming the crystal to prevent the planet's and its population's end. So, I believe Decimus is not the villain; the king is. And Elina shouldn't have struck the crystal, which caused the explosion .

Depends on your view tbh. I feel like he was more of an anti-hero or something similar. How many modern "villains" have no justification whatsoever though? Take William Afton for example, he lost his youngest child to the flaws of the machines his business partner built and blamed that on his partner then lost his mind and went too far. Decimus knew there was a problem and tried to fix it but nobody would listen and he ended up going too far
