A critical offence is one where the driver's action can quickly turn into a crash or loss of life. As a road safety officer, the question should not only be: “What law has this person broken?” It should also be: “What danger has this behaviour created, and how can I prevent that danger from becoming a crash?” That approach allows enforcement to protect lives while still supporting orderly movement and legitimate business activities on the road.
