Nail on the head. We have no checks & balances that hold the government accountable. It’s either a quango that over regulates, Supreme Court that dictates unlawful decisions but goes un-challenged unless there is public discourse or its another government entity that only devolves what the public needs to hear & forget about the issue. Devolution can be great (Manchester) but only for regional Business, local Healthcare, Cities & Town policies, planning and oversight. A central voice is required to ensure that in-flighting or disagreement of council parties doesn’t interfere.

In the UK we have centralised power, then handed that power to other institutions that are unelected and can delay and over rule the will of Parliament. I totally agree with scrutiny, but often these bodies are self serving and put themselves ahead of the will of the people through their elected officials.
