السيارات الكويتييه باسم كويتي ويستخدمها كويتي لا ينطبق عليها هذا القرار .. القرار ينطبق على السيارات الكويتية باسم سعودي او باسم مقيم لديه اقامة في السعودية او سيارة كويتية باسم كويتي ولكن لدى سعودي تفويض باستخدامها .. والقرار والله اعلم تحليل شخصي يحل مشكلة بيع وتداول السيارات الكويتية داخل السعودية بدون تسجيل ولا نقل ملكية حيث يحضر سعوديين مقيميين في الكويت سيارات ويتركونها في السعودية فترات طويلة وقد تنتقل ملكيتها الفعلية الى كذا شخص بدون عقود ولا تسجيل في الكويت .
