Because they don't understand timing. Let's say, for sake of argument, that Dressrosa was Usopp's last great feat. That arc ended in 2015 for the manga and 2016 for the anime. So, depending on how you're consuming the story, it has been 10-11 years since Usopp did anything truly great, hence the argument, "It's been a decade since Usopp dod anything". However, that's real world time. In the narrative, they do Dressrosa in a day, spend 1-2 days on Zou, 3-4 days on Whole Cake, about a month in wano, 2-ish days on Egghead. This means that, in the story, it has been 37 or 39 days, give or take. And it's not like Usopp is the only one who didn't develop in that relatively short span of time since the Monster Trio occupies the majority of fights.

But let's say that's not their argument. Let's say their argument is that Usopp is still a cowards. Okay? So are Nami and Chopper. "But it's his dream". Okay? Which Straw Hat has already achieved their dream?

Also, and this is purely just my speculation based on experiences with anime fans in general, Usopp is a man and is ineligible for gooning by the anime fanbase. If Usopp were a girl, I believe nobody would have anything to say. This is only me half-joking.

And, finally, as another complete opinion, people are most like Usopp and they hate that. People want to believe that they are the Luffy, Sanji, or Zoro, but Usopp is the most normal, the most like the average fan. And nobody likes being made to feel like the screen is pointing at them.
