It is for BMI(Body Mass Index). There is a certain range of weight expected of a person basing on their height. If you are tall but weigh very less then you are wasted ie you are mal nourished like you can't be 6ft and 35kg this means you have less muscle than what you are supposed to have basing on your height so you need to eat more same thing if you are 5.5ft and you are 80kgs then you are Obese meaning you are very fat for your height you need to exercise more to reduce. But BMI doesn't take count for muscular people and even pregnant mothers because someone can have a lot of muscles giving him the high weight even if he is very short that doesn't mean he isn't healthy same thing with pregnant mothers like the baby can make the mother weigh more hence it isn't considered so for them they use MUAC (Mid Upper Arm Circumference) where they put the tape measure around the arm because each age group has a required health arm range size
