an IP address can sometimes be used to locate or identify the general network someone is using, but it usually cannot pinpoint their exact home or physical location by itself. worsen if the person uses VPN then it ends there, you can't track them. I was really disappointed with this part of the presentation where it was mentioned that "devices on the same network may have the same IP address." That is incorrect. If the same IP address is assigned to multiple devices on the same network, it will definitely result in an IP address conflict.

All they need is to get a court order or send a legal request to the platform and they will get the metadata of the post, most times the gps location of the individual can be in the metadata of the post. Times where the gps location is not in the metadata, the platform can give them the ip address and they can get a court order to send the ip address to the telecom company to map the specific details of the individual with that ip address and they can now locate the person by checking their last connection to a cellular tower and the signal strength to determine the exact radius the person is in
