He’s not asking Congress because they’ve already told him no which is why construction was halted in the first place. The White House now looks like somebody bombed it all because he’s trying to turn the White House into his own personal residence. He has done more damage to the White House and more so-called “renovations“ as he calls it, than any other president before him. Every other president before him have made minor additions and renovations, but nothing that would affect the structure or the original design of the White House itself.
