"We're getting the hell out of there," President Trump said at a White House event. "This day's a victory for the United States, it's a victory for Iraq, and a decisive victory over ISIS, which has been completely decimated." The U.S. first invaded Iraq in 2003 under President George W. Bush, overthrowing Saddam Hussein's regime, before withdrawing in 2011 under President Barack Obama. In 2014, U.S. forces returned at the Iraqi government's invitation, under Operation Inherent Resolve, to combat ISIS, which had seized large swaths of land in Iraq and Syria as part of a new caliphate the group was building. In 2024, Washington and Baghdad agreed to wind down the coalition's military mission in Iraq, which at that point included 2,500 American troops in the country. The next year, most of those troops had been withdrawn, with hundreds remaining in the area around Erbil. "I set a clear mission, gave our commanders the tools to finish it, and refused to let a temporary presence become a permanent one," President Trump said. "I had a choice to stay or to leave and felt without question that it was time for America to go home." The withdrawal will shift primary responsibility for addressing Iraq's security challenges, including ISIS remnants and Iran-backed militias, to Iraqi security forces, though the U.S. says it will remain a partner. The exit marks the end of more than two decades of U.S. military involvement in Iraq, with a three-year break between 2011 and 2014. Nearly 4,600 American service members have been killed in Iraq since the 2003 invasion, while hundreds of thousands of Iraqis have also been killed in the conflict. "It's been a long time with very bad decision-making that got us involved in this quagmire in the first place," President Trump said. "It was a quagmire. Many, many years it lasted.
