banks have been offering this and more. Especially with 10,000 or more you can easily get over 4%. As someone else said online Banks been offering over 3% with no minimum. So I'm not sure what Banks he's delt with before.

The scam is that you have to put $25,000 in to the account and it has to be new money. Plus you have to maintain $25,000 in the account, or you get penalized.
