Significant changes to Sweden’s rules on family reunification will enter into force on 1 October 2026. The changes affect both sponsors in Sweden and family members applying for, or seeking to extend, residence permits based on family ties. Two-year residence requirement As a main rule, a sponsor who holds a temporary residence permit must have resided in Sweden with a residence permit for at least two years before the family member can be granted a residence permit. The two-year requirement must be satisfied when the family member applies. There are exceptions, including in certain cases involving refugees whose family relationship was established before the refugee came to Sweden. Well-founded prospects of long-term residence A person holding a temporary residence permit must also have “well-founded prospects” of obtaining long-term residence in Sweden in order to qualify as a sponsor. This applies, among others, to certain refugees, beneficiaries of subsidiary protection and persons holding permits based on exceptionally distressing circumstances. Higher maintenance requirement From 1 October, a higher financial threshold will apply to the maintenance requirement. There is, however, an important transitional rule. For extensions of residence permits granted before 1 October 2026, the current amount will continue to apply if the family member applies for an extension no later than 1 October 2027. From 2 October 2027, the higher amount will apply to all applications covered by these provisions. Maintenance requirement at extension Another significant change is that the maintenance requirement will apply not only to first applications but also when a family member applies to extend an existing residence permit. From 1 October, the family member’s own income may also be taken into account when assessing the maintenance requirement. New provisions for young adults The reform also introduces important changes for young adults who previously held residence permits as children based on family ties. A person who is over 18 but under 21 and previously held a residence permit as a child of the sponsor, or the sponsor’s partner, may under certain conditions be granted an extended residence permit. For those over 21, continued residence may also be possible under certain conditions. Migrationsverket states that the person must, among other things, have previously held a residence permit based on their relationship with the parent, belong to the same household, and have a special relationship of dependency with the parent. It does not matter where that dependency relationship arose. Temporary opportunity to apply from within Sweden Between 1 October 2026 and 31 December 2027, certain young adults who previously held residence permits as children will have expanded possibilities to apply for a residence permit from within Sweden. This may also cover certain individuals whose expulsion decision became legally binding on or after 1 January 2025, provided that the other requirements are satisfied. Important distinction: These rules do not all apply in the same way to every family migration category. Migrationsverket expressly states that its 10 September announcement does not cover the new rules concerning family members of workers, students or persons with long-term resident status in another EU Member State. Those categories are subject to separate provisions. For anyone planning a new family reunification application or an extension around 1 October 2026, it will therefore be particularly important to identify the correct legal category and determine which new rules and transitional provisions apply to the individual case.
