I don’t know what’s wrong with people nowadays, but it’s gotta be some kind of a drug out there. That’s making them all crazy if people are gonna continue doing that you should put them in some kind of institution and keep him there for life. It’s not normal.

Yes, he should. He threw the brick knowing exactly what was going to happen. It was malicious. No criminal responsibility will only show him that he can get away with any crime he commits
