In the rumbling you cannot stay on land because you will be trampled and even if you don’t the radiation heat burning off all those titans will scorch everything, you cannot fly over them because you will be intentionally shot down by the founders titan clones, you cannot go behind them because of the radiation, pure titans trail left.. you could try going underground but you would have to design a very very deep bunker that can support the weight of 50-60 meter monsters and the other issue is again the radiation/heat, that would turn your bunker into a literal over, the rumbling is a very unwinnable situation
