it quite literally does not make sense for Eula or Raiden not to be buffed. Stellar conduct still buffs physical so Eula was the PERFECT character to get buffs for the reaction

Raiden will have her time, but Eula is fundamentaly unsalvagable. She just doesn't want to interact with the systems that Genshin has been trying to put forward from the start. Unless something changes, Physical can't ever really be good, and even if it had the potential to, the way Eula's kit works is just ass. I don't even know how to FIX her, let alone put her on the same tier as the Stellar buffs or make her kit interesting.
