Flock Safety operates automated license plate readers that photograph passing vehicles and record information such as license plates, locations, and timestamps. When cameras across different areas share data, law enforcement may be able to reconstruct where a vehicle has traveled. But a growing number of communities are pushing back. According to the anti-surveillance group DeFlock, 95 jurisdictions have rejected proposed license plate reader systems, while another 47 have canceled contracts and 22 have deactivated cameras that were already installed. In California, El Cerrito switched off its Flock cameras in June after city leaders raised concerns about privacy and the possibility that collected information could eventually be accessed by the federal government. Appleton, Wisconsin, also stopped using the system after officials said concerns about Flock’s wider network had damaged their trust in the technology. Other communities in New York, Indiana, Michigan, Illinois, and Washington have canceled contracts or rejected proposed deployments following public opposition. Flock cameras remain widely used by law enforcement. Supporters say they can help police locate stolen vehicles, identify suspects, and solve crimes faster. Critics argue that the same technology can create a searchable record of where ordinary people drive, even when those people are not suspected of committing a crime. DeFlock says more than 122,000 license plate reader cameras have been mapped across the United States.
