Look up Mint Pryaniki and see if this is it. My grandfather was Russian and he made this. It sounds like what you are describing. It’s made with flour and mint. Baked until very hard and has a sweet glaze in it for sweetness because the base is not sweet. It’s more of a cookie than a candy but it could be it.

Are you talking about pfeffernusse? We pronounced them pepper nuts. They’re a German hard cookie. My Pennsylvania Dutch uncle loved them so my aunt made them every Christmas

Was your grandma known as a cook cook? Maybe they weren’t supposed to be made hard as a rock? 😅 Seriously though, can you give more description like the size of them, did they have a specific color or just dark baked good color? If they weren’t too sweet then maybe some of the ones being shown or you’ve looked up are covered in powdered sugar and your grandma skipped that part? Hope you find it! How sweet of you to want to find this for your dad. 🥰

Is there a Russian store in your community? You could always ask. People are usually more than happy to share if you're being respectful. Especially since it's about trying to keep your husband connected to his heritage.

Could it be Parvarda? Here's what they look like, they're traditionally flavored with mint or pepermint oil and use wheat flour as a coating to keep them from sticking together.

super weird that they're made with flour and "hard as rocks". flour candies usually result in what we call melts. the hard candies are usually boiled sugar, water, and corn syrup. I now want to know what this hard candy made of flour is. I'm invested!

Find a place that has old-fashioned candies, like a general store, I think she might be looking for a root beer or Sasparilla drop. Birch beer and Sasparilla have kind of minty flavors, if she is Russian, I would assume they probably have similar trees over there, start with root beer. There’s also a bit of a licorice taste that could be something similar to what she’s looking for, that’s pretty common from Candy in that part of the world.
