While bylaws exist to prevent these issues, some individuals completely ignore them. When confronted, they just make excuses or falsely accuse others of racism to deflect from their own actions. City councillors can't do much other than ask the community to be respectful, though perhaps they should implement stricter fines. Ultimately, the public needs to take a stronger stand, call out this unacceptable behavior, and hold these individuals accountable.

That is a private business establishment. It has nothing to do with the city itself. It should be the property owner who pays a little bit more to have the garbage cleaned up properly and or the citizens in your city should know how to clean up after themselves
