No, there is no contradiction in the Qur’an. The verses are describing different scopes of prophetic missions.
Most prophets were sent specifically to their own people. For example:
“And to the people of ‘Ad, their brother Hud…” — Qur’an 7:65
“And to Thamud, their brother Salih…” — Qur’an 7:73
Muhammad ﷺ was sent to all humanity, not only his own people:
“Say, [O Muhammad], ‘O mankind, indeed I am the Messenger of Allah to you all.’” — Qur’an 7:158
And:
“We have not sent you except to all mankind as a bearer of good news and a warner.” — Qur’an 34:28
So the distinction is:
Earlier prophets → primarily sent to their particular nations.
Muhammad ﷺ → sent universally to all mankind.
The Qur’an also says:
“We did not send any messenger except in the language of his people to make things clear to them.” — Qur’an 14:4
This describes how messengers communicated with their respective peoples; it does not mean Muhammad ﷺ was restricted to one people. His mission is explicitly described as universal in 7:158 and 34:28.
