On 18 June 1947, Bacha Khan met Muhammad Ali Jinnah to discuss the future of the N.W.F Province. Bacha Khan sought assurances for Pashtun rights, while Jinnah urged him to accept Pakistan first, saying constitutional issues could be settled later in the Constituent Assembly. No agreement was reached. On 21 June 1947, the Bannu Conference adopted the Bannu Resolution, demanding an independent Pakhtunistan as a third option. The British rejected this demand and allowed only the choice between India and Pakistan. In response, Bacha Khan and the Khudai Khidmatgars boycotted the referendum, which was held from 6 to 17 July 1947.
