I made something like this about 10 years ago, before smart meters and it's still in place today. it just times between pulses for kw/h and counts a total pulses for the daily usage. pushes to mqtt for other systems to use and log the data.

Worked with a company that tried making one of these for commercial scale. Only issue is that meters are non standardized and calibrated differently depending on who your provider is. And it’s not always public info so the led isn’t always giving the same info between different meters even if they are the same meter type.

Can't you connect to the meter directly? Every modern meter in my country has a serial port that you can plug in to which also delivers power. Since yours appears to have a screen, I would assume it can do that too.
