True official NPC would be awesome, predatory animals ( bears wolves, wild pack of dogs, escaped zoo animals near the zoo), and add in things that change the course of the world such as a hydroelectric dam that you can pick 1 city to turn the power back on but to get the dam working takes ALOT of resources and can break down every few weeks. those 3 would make it the best game of all time
