Black men who were imprisoned were given baggy oversized clothes and weren’t allowed to wear belts because officers deemed it as a threat. Prisoners started wearing their pants low as a sign of rebellion and not appealing to the corrupt system. Mainstream culture got a hold of this idea and spread it through popular culture, primarily hip hop. Soon later after sagging had reached its peak in the 90s it then gained a following of non approval from older generations. “Sagging is associated with prisons and gangs.
