A total of 39 police officers in 17 states have been documented using Flock cameras to track spouses, ex-partners, and coworkers, according to an ongoing review of court records and media reports by the Institute for Justice. 11 have been criminally charged. 5 have been convicted or pleaded guilty or no contest. 7 were fired and 6 resigned during or after an investigation. The rest remain under investigation or received internal discipline. These are automated license plate readers, made by Flock Safety. They photograph every vehicle that passes, log the plate, and store the time and location in a database officers can search from a patrol car or a phone. Access is shared between departments, so one login can often reach cameras in other cities and states. The search counts in these cases are not small. A former Georgia deputy allegedly ran 1,639 searches tracking one woman. A Florida officer allegedly ran more than 700 searches for his estranged wife's car. A Kansas police chief resigned after more than 200 searches for an ex-partner and her new boyfriend. A Washington Post investigation published in August 2026 put the broader number at 50 or more officers nationwide, 46 of them involving Flock. The Institute for Justice count of 39 is narrower because it includes only cases involving a romantic interest. Both groups say the true figure is higher. Nearly all of these cases came to light because a victim filed a complaint or a protective order, not because the department caught it in an audit. Officers have to type a reason for every search, and investigators repeatedly found those reasons were vague or false. Here are the officers named in the Institute for Justice review.
