I think Ruto did the maths ya housing akaona hapa Kuna pesa if I supply everything for construction. for Uhuru it was a trial in order to start building but Ruto saw it as a personal investment scheme that's why he implemented it as the first thing in the office. Coz he understood people will cause mayhem but the projects will be already started and nothing big could be done. I don't think he did the public opinion part. he just used the word we are continuing with Uhuru government projects just to look great but that's where all con game layed. Soo sad😳
