So anyone who is still in poverty in China, which is mostly in rural areas, has the amount of money they are getting from the government because they do get subsidized things written on the door of their house. Along with the government, a low-level bureaucrat who is in charge of helping that family get out of poverty is written on the door. If that family is still in poverty a year later, they know exactly, and the whole town knows exactly, who the low-level bureaucrat is at fault. That low-level bureaucrat can be held accountable not only by the government but by the people around them, which I think is fascinating and such a great way. We're not shaming the people who are poor for being poor. We're shaming the bureaucrat who can't get their shit together to keep this family from being poor.

I strongly suspect that the world bank's definition was set so comically low so that they could say "wow look at how many people capitalism is raising out of poverty" without actually having to meaningfully improve anyone's lives.
