Just a reminder for people who apparently missed this part of driving lessons: if you’re turning left, you yield to oncoming traffic, including someone turning right. BUT if the left-turning vehicle is already in the intersection waiting and the light changes, they need to clear the intersection. The person turning right on the new red has to STOP and wait. You don’t get to cut them off because you’re turning right. The vehicle already in the intersection needs to clear it first.

the guy turning left has the right of way. The car already waiting inside the intersection has the right-of-way to complete its left turn. In this exact scenario, the left-turning car waiting inside the intersection has the absolute right-of-way, while the approaching right-turning car must stop. Mandatory Stop: Because the right-turning car is only approaching the intersection when the light turns amber, the driver is legally required to stop before the line if they can do so safely.
