Everyone talks about hot or cold but I personally think it’s something else. I think it cause those ones don’t look forced, they more natural. Most genshin designs look like they should be longer dresses and less revealing but someone cut them intentionally for fan service. Mualanie as a kind of swimsuit, it doesn’t look forced just normal and natural for a surfer girl. Same logic for Dehya and Xilonen has the kind of outfit someone could wear in real everyday life.

to break it down: - Mualani, Xilonen and Dehya having "revealing" outfits made sense as they live in a hot region - Itto has a revealing outfit cause he's inspired by onis who are depicted shirtless (besides that Itto isn't even that revealing) and is used to depict the whole gang member style

If you don't count the realism of weather, those natlan's character designs ARE interesting objectively. Revealing clothing that makes sense, follows good principles and has variety, different shapes and colors, etc..

Cause most of them are in cold regions, short skirts in a nation where you WILL freeze to death, compared to nations where it is so hot where you can die of thirst, and it makes sense they have less clothing. Like Mualani, she’s a surfer in Natlan, where it’s very warm, along with people from Sumeru. While Nod Krai is next to Snezhnaya and will be cold. Flins is covered up, so are all the men in Snezhnaya and Nod Krai, why aren’t the women?
