That’s cause he’s sitting on the bottom. Put a float on it so he stays suspended. He’ll move all around trying to get on the bottom. Float or suspended.

do you think a fish is suppose to flop around in water? its doing what fish do its sitting there floating lol its not a movie fish don't swim around water non stop theyre stationary most of the time unless looking for food its flopping while out of the water becuase youre reverve waterboarding it lol

try using an egg weight with a hole of the center and have a tie off where you want the distance for the bait to swim and makes it where the fish don't feel the weight holding them down
