Africa lost billions in US health aid. AGOA was extended for one year only and expires on December 31. China gave 53 African countries zero tariff access to its market starting May 1. The pattern is identical in every case. Pressure is applied, the target reroutes instead of complying, and the pressure ends up costing the country that applied it. Coercion works only when the other side has no alternative. They all have alternatives now. American strategic culture assumes that power produces obedience, which is why almost nobody in Washington predicted this.
