not only that getting the general location of someone is near impossible unless they live under a rock with some random mega saver router most big brands have stuff routed through a isp or regional internet hub like the one based in kansas

not necessarily. public ip addresses can be static but yes most are dynamicly given but even more are behind CGNAT so even if you have a public ip it's not REALLY public.
