Normally the whole model gets loaded into memory, which is why you need a powerful server. His program keeps the model on the drive and loads only the small piece it needs at that moment. The whole program is 176 kilobytes, smaller than a single photo on your phone. Honest caveat: on a laptop it's slow, tens of seconds per word, so it's a proof of concept, not your daily chatbot.
