@pwatchug: 🇺🇬 BALAAM WANTS THE LAW CHANGED TO SPEED UP ACTION AGAINST ERRANT LOCAL GOVERNMENT OFFICIALS Minister of Local Government Balaam Barugahara has told Parliament’s Local Government Committee that the current disciplinary system is too slow to deal with serious failures in service delivery. He cited a road inspection in Bulambuli where, according to him, laboratory tests on material taken from five spots returned “zero percentage of murram.” “Interdiction is six months. So the system of interdicting officers for six months, I don’t think it will work.” Balaam said he intends to bring proposals to Parliament to amend the local government framework and simplify disciplinary decision-making, including dealing with cases closer to the communities where public money was spent. “We are going to change the law and we make simpler decision-making.” This is the bigger policy angle from his appearance: Balaam is not only defending tougher enforcement. He is signalling that Government wants changes to the system used to discipline local government officials. Watch here:
