think like this she braided a thin blue ribbon under the first two braids on left and right from the ribbons middle , then after a few braids she added bigger bows on them then keep braiding and at the end she added the biggest bow after mixing it to one big bow

they're braided in! I'll do that occasionally with my own hair, you just take the ribbon and as you braid, lay it along the outside of one of the hair sections so it's visible, but still twisted into your hair
