I think you should rather deploy some security personnel's to some hotspot within the municipality. so when the vehicle arrives there the security personnel's will ask the passengers the amount they paid. if they were charged higher fare they should just take the vehicle number and allow the driver to proceed simple. You can invite later to avoid leaving passenger stranded.

If you want to see it yourself, just come to kajetia just in front of gate7 … the road from Otumfour’s statue leading to pampaso, the trotro loading to Bantama, Abrepo junction and Asufua from 5 pm upwards! A car from there to Gee roundabout or Bantama is Ghc 5 fixed!
