I worked at a shelter that was very different that a county or city shelter. We had a benefactor that was LOADED and our building was gorgeous and we had quite a bit of land. We essentially had backyard sized areas for dogs to get turned out into during the day and kennels at night. And a group of lab and shepherd crosses that had been there so long with so little human interaction they had a huge pack mentality. Some of them were there for YEARS. They would never make good pets after that.
