Yes but a pressure washer can also cut the threading in the seatbelt weakening it!

Soap and hot water. Place the seat belt in a bucket and soak it for 10 minutes. Then use a brush to clean the belt. Finally, rinse it with water and let it dry.

Might help if you didn’t spray it with dirty water to begin with look at the contents of the spray bottle it matches the rinse off
