The issue isn't whether clapping violated a rule it's whether arresting someone for brief protected expression was constitutional. A public meeting isn't a First Amendment free zone but yes their are rules

I think you've got this one wrong. The ninth circuit court has repeatedly ruled that a disruption must be an actual disruption, it can't just be a violation of decorum. This man's clapping did not prevent the meeting from proceeding, therefore it was not a disruption befine by the ninth circuit court.
