How come I planted hardneck garlic and only 1/10 grew a scape? They grew well, only the largest one grew the scape. Whats the best growing conditions (soil and sun I guess).

I got 5 garlic bulbs from a local farm stand like 2 years ago and I've been regrowing garlic from it each year 😁 I've gotten a huge crop now and will be doing it again this fall ❤️
