As a tech lead, engineers go to me for design review and I change designs all the time and let them know what to change in the paperwork lol

The only engineers I’ve seen worthwhile are the ones that worked on site and made corrections as we machined the parts they designed. Usually the next 2-6 revisions of the prints were spot on.
