for me to be invested in a character they have to do more than just accomplish missions. as far as JJ and kie, i genuinely feel like it’s been them since S1. rewatching the series, you can see how naturally their relationship was built up. kie was always checking on JJ, defending him, and showing she had a soft spot for him. even in S2, she tells luke how special his son is. then JJ almost dying and their surf trip conversation really seemed to make her realize how they want the same things out of life so for me it never felt random when they finally got together. it was more like “finally”. i actually like pope and cleo, but the show just hasn’t given them the same development. we barely get meaningful scenes between them, even after everything with terrance. with JJ and kie, we were constantly shown how much they loved each other through their actions and sacrifices. i just wish pope and cleo had been given that same effort and screen time, because maybe then i’d feel as emotionally invested in them as i did JJ and kie
