Too often socialist states overestimate their progression and social change and people interpret this as the nation completely abondoning it's core ideology. For example, the bureaucratic system of the ussr did factually limit to some degree worker's political power and didn't achieve more democratic governance as soon as Lenin predicted, but it did not completely restrain them and seperate them from the political process. These contradictions don't necessarily disprove a nations socialist character, they're an essential part of the dialectical process
