A lot of this information is not accurate. It is generally fine for tourists to fish with just a pole from the shore with no issue. However, there are several protected species, and heavy fines can come with catching one. They have agents that fill the role of game wardens, that have very similar authority to the wardens you find in the US. They are called Kiểm ngư viên. Commercial fishing is very regulated and the legal definition of commercial fishing is very loose. Many of the people fishing out on the water, and reselling qualify as commercial (especially if the vessel they use is 6 meters or more). Commercial fishing requires registration and permits. Also, there are catch limits depending on the species. I would recommend that if you dont know the law, or how to target specific fish, to not go alone, and read about the law beforehand, and possibly contact the fisheries department. Remember that many laws in Vietnam are selectively enforced and you dont want to put yourself in a situation to be the one selected . For instance if you decide you want to fish on the Mekong and you catch a Mekong giant catfish, the fine is anywhere between 2k usd and 42k usd.

You’re a very ignorant and uninformed individual. Vietnam has very strict rules regarding fishing, and have officers who enforce the rules. There are also rules on selling fish dude. You just haven’t been caught yet.
