Well actually “It’s unusual to tip in South Korea” sounds more natural because English commonly uses the structure “it + adjective + to + verb” when talking about an action. “Tipping is unusual in South Korea” is also grammatically correct, but it sounds a bit more formal or abstract, as if you’re talking about tipping as a general concept.
