Lieutenant, with an F is believed come from an older pronunciation of the Word. It came over with the Normans when William invaded and he spoke old French. It then stayed relatively the same for hundreds of years while the Old French shifted into modern English, as it was a specialised term in English while in French is was more general, the Americans then reborrowed the term from then-Modern French which had a different sound by then.

With both enunciations of the word, either you have enunciated with the e and then enunciated with the i. Here's how I would use it in a sentence: I would say, "We can go to this shop or that shop but (I)ither one you choose is up to you." I'm sure there is a way of saying the word in a different enunciation depending on the term or phrase that you're using it in. I could be wrong though
