Driver’s-license checkpoints are not automatically unconstitutional in Tennessee, but Tennessee courts subject them to strict constitutional requirements, and a checkpoint conducted merely to stop everyone and check licenses can be unconstitutional if the State cannot satisfy the Hicks/Downey test.
