Compared to other shades, she is the only one who isn't grown up. Why? because Reason grows with humanity, because humanity IS the reason. Reason abides no reason because it never had one to begin with, which is WHY Reason has to find its own reason to abide to, thus Paimon is dropped to humanity, the first civilization to crumble under the authority of a god, to understand how they experience it on their side. She has no authority or power not because she is deemed useless, but because she is not yet fit to judge Teyvat without reason.

reason is Phanes. it's explicitly stated there are 4 shades, no more, no less. the first 4 rtefacts line up with the shades (flower of LIFE, plume of DEATH, sands of TIME, goblet of SPACE) with the final artefact being a crown, the symbol of Phanes, and being the circlet of Reason.

Makes sense, because when you think back to Nicole's trailer, where the angels say, "Our sovereign is neither all-knowing nor all-power, nor are his PLANS without flaw." Reason is missing. The Shades abide no Reason, and HP lacks Reason. Also makes sense when you remember the Shades are literally parts of the Heavenly Principles. If even one Shade goes missing, they cannot wake up, and remember, how long have they been asleep? 500 years. Exactly 500 years ago, Paimon was pulled down by Pierro, and Asmoday went rogue. Pre-cataclysm, "Reason" is pulled down from Celestia. Post-cataclysm, "Space" joins our Sibling. It all lines up.
